I'm inclined to believe that this music box is NOS (new old stock) by virtue of the fact that it was still wrapped in the wool fleece packaging that all new Reuge boxes of the 1980's were packed in. Also, there is zero wear on the case. There is a tiny blemish on the back that I believe was there all along. View the backside photo for a look.
